What happens when I unlock aspect ratio?

The image gets stretched or squished to fit the exact width and height you specify, even if that distorts the content. Useful for backdrops and abstract patterns; usually a bad idea for photos and faces. Keep the lock on unless you specifically want the stretch.

Is upscaling supported?

Yes - we use bilinear interpolation for moderate upscales (up to 2x). For larger upscales, the result will be noticeably soft; consider an AI upscaler for those cases. Downscaling (the more common case) produces clean results regardless of how much you scale down.
